Introduction to the Technique:
The project can be divided into two parts. The first part is the study on theory; the second part is the application.
1. The study on theory: Image Compression Based on Nonlinear VQ
Based on the VQ theory, the new method for the static image was preferred. The region was divided by the vice- Nyquist Method, and sampled once every two regions. For the image compression applied DCT and encoded by VQ. For the image restoration, applied nonlinear stern statistic filter insert to fill the empty region. It can be demonstrated by the figure below:

Restore Image2. The Study on Application:
Identify the types of moving vehicles by matching to the standard vehicle images. The standard vehicle image is compressed by Nonlinear VQ Technique. When it is restored, only restore the characteristics of vehicle geometry character. When matching the moving vehicle with standard vehicle in lib, RMS Method was used. That is to say, if the matching possibility is larger than 55%, then the vehicle is accepted to be this type; otherwise, continue this process. The method can be demonstrated by the figure below:

The Foreground of This Project:
. Digital Image Compression Based on Nonlinear VQ Theory:
This is the achievement of static image compression technique. It can be applied to Fax, Visual Telephone, and Satellite Image Compression and other transfer process. At the same time, due to occupying little memory units, this achievement can also be used to the image storing and searching field.

This study is accomplished on the computer image processing system. It did not design the hardware system. So if it is used in practice, DSP and VLSI should be designed. If this problem can be resolved, it will be used widely in other fields.
. Identification System of Moving Vehicle
It can be applied in road, highway and other fee-getting systems to identify the types of vehicles.
Other imported Identification systems can not meet the requirement of identifying complex vehicle types in China. Thus this product will have a good future. It is an excellent product that can take place of imported devices.
